IAIG receives allegations about:

  • Corruption
  • Sexual Harassment 
  • Sexual Exploitation and Abuse 
  • Assault or threats to other personnel or third parties
  • Misrepresentation, forgery, or false certification
  • Breach of confidentiality
  • Unlawful acts (e.g., theft, fraud, smuggling, possession or sale of illegal substances or objects, etc.)
  • Misuse or mishandling of official property, assets, equipment or files, including electronic files or data
  • Action or omission to avoid or deviate from financial regulations and rules and procedures
  • Mishandling of contract obligations and relations with third parties leading to loss of property or assets, or generating liabilities for the organization
  • Failure to disclose an interest or relationship with a third party who might benefit from a decision in which the personnel takes part
  • Favouritism in the award of a contract to a third party
  • Breach of fiduciary obligations vis-à-vis the organization

Reports can be filed through this Portal by clicking the specific reporting form under each office or at the top of the Portal "Submit a case". You should seek to understand which office is the right one to report to. You can understand this by reading about the different offices, the FAQs or ask the AI Bot for support.

You can submit reports anonymously if preferred, but remember that if we cannot contact you again this may impact negatively the investigation or review, because we might not be able to ascertain all the facts accurately.

Confidentially means that the information you share with the office you have reported or brought a matter to will not be shared with other people, or offices within or outside UNOPS, as well as with external entities. It also means that, in principle, your consent will be sought first if there is a need to obtain information from other colleagues or offices or a need to refer the matter to another office within or outside UNOPS, as well as with external entities.

There are exceptions to this rule at the discretion of the office involved. Please see the page for the specific office to learn more.

Remember that confidentiality works both ways. It is important that you keep your report, or participation in any fact-finding or investigative activity, confidential as well. Not only is it important for the integrity of any process, but a failure to maintain confidentiality may amount to misconduct. Maintaining confidentiality will also prevent gossip and reputational harm for all parties involved. 

If you do not provide any information to identify you, then yes. We do not seek to understand who you are if you wish to remain anonymous. If you have reported misconduct and an investigation is undertaken, the subject of the investigation might be able to understand who reported him/her (e.g. if you were the only one present to witness or experience a given situation). We know that this can be stressful and the fear of retaliation is often said to be a deterrent from reporting misconduct. However, remember that if you report misconduct and are retaliated against because of this report, you may contact the Ethics Office and request protection.

If you are anonymously reporting misconduct and we cannot get back to you if we have additional questions, this may mean we cannot ascertain the facts and the investigation might not be successful.

A whistleblower is someone who reports misconduct. Traditionally, a whistleblower was someone who "blew the whistle" on a situation that could create great harm to personnel, the public or the environment. Nowadays, anybody who reports misconduct is a whistleblower, but we do appreciate the distinction as we also emphasize de-escalation and seek to resolve any internal workplace dispute rapidly and informally, where possible.

You should report any situation that you feel might constitute misconduct. You do not have to provide a lot of supporting documentation for the allegation, but it is helpful if you do. Baseless allegations, or reports made in bad faith (i.e. willfully done to slander someone's reputation or create difficulties for someone) would be considered misconduct in themselves.

This will depend on the circumstances. If you are directly implicated in the allegation (e.g. the victim) it would be necessary for the subject of the allegation to be informed at some stage, as this is a matter of due process. In other circumstances your identity may not need to be revealed.

If you wish to talk to a real person about the content on this Portal and your options to resolve a dispute or raise a concern, you should initially reach out to the Navigation, Support and Advocacy Team.

UNOPS is happy to provide a debrief to unsuccessful bidders in response to a written request from the unsuccessful bidder. The bidder has to submit the request within 10 calendar days of being notified that their bid was unsuccessful.

The UNOPS office that ran the procurement process provides the debrief.

Requesting a debrief is a prerequisite for a bidder to file a bid protest.

Suppliers that believe that they have been unjustly treated in connection with a UNOPS procurement process may lodge a complaint through the bid.protest@unops.org email address. Bid protests are reviewed independently. Bid protests must be filed within 10 calendar days of the supplier receiving the debrief and must meet the other conditions set out in section 10.2.3 of the Procurement Manual. However, if the UNOPS Business Unit does not provide a debrief within 15 calendar days of the supplier’s request, the supplier may present a bid protest within 10 calendar days of the expiry of the 15 calendar day period.
